What Does A White Rash On The Leg Indicate?

I have a weird thing on my leg. It is painless. It has a white border with brown middle portion. It is little hard at the border. It has been with me for a long time. It was big first but then it started to shrink a little. The only thing that I care is that it is not going away. Please help.

In my opinion, you should consult dermatologist and get done clinical examination of skin lesion and biopsy to confirm the diagnosis.
This kind of chronic skin lesion is seen with
1. Vitamin deficiency
2. Leprosy
3. Fungal skin infection
4. Skin cancer.
So consult dermatologist and discuss all these.
