What Does A Painless Red Spot On The Penis Indicate?

I have a painless red spot on the head of my penis, it started out as one spot and then a few smaller ones formed around it 3 weeks later. Some hard skin starts to grow from the spots (I have successfully removed this skin before). The skin starts to grow back the next day or two.

If there was recent intercourse then STD testing should be done to rule out STD since it may be sign of HPV or herpes. Otherwise, it ay be just irritation, allergy reaction or dermatologic disease. You should apply Nistatine or mild steroid cream.
