What Does A Lump On The Shoulder Blade Indicate?

Hi, my husband got shot 7 years ago in the right shoulder. He says he thinks he might have had some fragments still in there. He began to grow a ball on the shoulder blade . It's hard and he feels as if it is pinching him. It looks almost like an ingrown hair from the outside. A couple months ago it began to form like a pimple ,it eventually busted and has been draining fluids for weeks now . Can it be an ingrown hair? or maybe some fragments reached the surface?
