The symptoms specified by you can be due to a lot of reasons. White bumps can occur due to occlusion of duct of glands that are normally present in the area causing blockage and bumps like
Fordyce spots, Tyson glands and may be due to ingrown hair. These are not harmful and may resolve without any treatment by maintaining good hygiene and a little scrubbing.
But, there could be other reasons that may have infective pathology and should be treated with medications immediately. And in those conditions, scrubbing and any physical treatment could have the opposite effect. These may be Genital
warts that are caused by a
STD and may develop after a person has come into contact with the
human papillomavirus (
HPV). These may be
syphilis that causes white or red ulcers to develop on or around the penis or
Genital herpes that can cause grey-white sores to form on or around the penis.
The treatment varies and depends on the physical examination by a local doctor. I suggest you see your prescriber again if the symptoms are not subsiding by the medications that you mentioned and get the examination and tests done to treat these immediately based on the pathology.
