What Do Painful White Bumps On The Lips Indicate?

I have these small white bumps on my lips causing them to be sore. My bottom lip is also swollen. I had tried out a new lip scrub a few days prior to the symptoms and believe this could be the cause. Could this be an allergic reaction? or is it something else

Well, bumps on the lips that are painful or sore and also there is swelling of the lip is all pointing towards allergic reaction.
As you already have been known to trying a new lip product therefore the high possibility is that it is the cause for your symptoms.
So my suggestion is to consult an Emergency room and get evaluated and if allergic reaction is confirmed after clinical examination you can be advised to take anti allergic like Benadryl or Levocetrizine and apply Benadryl ointment over the lips.
Do cool compresses over the lips.
Avoid applying any type of lip cosmetics.
