What do numbness and tingling sensation on the face indicate?

my husband has worked out in the cold all week this week... temps between 10 to 30 degrees.... on wed he started complaining of numbness & tingling on the right side of his face... an area that was uncovered. thought maybe it was a tooth ache; visit to dentist proved that to be wrong; not having sinus issues. today numbness and tingling is still there, associated with pain and the feeling/sensation seems to be spreading across the chin/lower lip area? could this be frostbite? and if so, what can we do to ease his pain? and hopefully get full feeling back? no obivious discoloration of skin.

I have reviewed your query and here is my advice.

Usually at this temperature frost bite can be less likely but still it can be posibility. Neurological cause also has to be ruled out here. For that neurological nerve examination and muscular reflexes has to be checked. Check your calcium level and serum TSH estimation to rule out thyroid issue.
