What Do Itchy Bumps On The Lower Scalp Indicate?

Six years ago I had two very small itchy bumps on my lower scalp. They would itch, but then disappear for a few weeks. They have returned with a vengeance and spread to a large portion of my scalp. The itching is quite bad and often have to run hot water over my scalp. It hurts, but feels good. My scalp is now full of bumps that itch, burn and hurt. No flaking
