What Could Moving, Painful Bulge On The Side Of Neck Indicate?

I just noticed a bulge on the side of my neck, about 15 minutes ago. A little smaller than a dime. It feels and looks like a blood vessel but I m not sure. There s no color change, but I can feel it when I turn my head and it hurts a little. It moves when I touch it, feels like a ball, and hurts when I do touch it. Should I be concerned.
