What Could Be The Reason For Hair Loss And Low Testosterone And Estrogen ?

Hi, 32 female my blood tests results came back twice (done at different times of cycle) saying i have low testosterone and high adrogens ratio 1 (also low estrogen), my doctor doesnt know what it means? I have hair loss from all over my head and no other symptoms (no facial hair )
