What Causes White Spots On The Legs And Face?

I am an Indian living in Singapore for the last 3 years and in my childhood itself I have some small white spots in my legs and 1 small spot was on my face. But once i moved here in Singapore, it got increased in my face very drastically and in my legs also . its not that much itchy, but some times in some spots after shaving , some itchiness is there . The spots are not much scaly, but if scratching there , the same will be in reddish (not much) and a small white layer will be removed from there. (The white spot look likes this image. http://images.medicinenet.com/images/image_collection/pediatrics/tinea-versicolor-6-27.jpg) Can I know what is the reason for the same. Thanks in Advance.
