What Causes White Spots On The Inside Of Lips?

I have a daughter who just turned 1 on Feb 20th. I noticed a few days ago she had a white spot on the inside of her bottom lip that she always liked to mess with by rubbing it with her tongue. This morning i noticed she now has another and more on her upper lip.. When i saw the first one i asked her doctor about it he said he wasnt concerned and it just looked like a canker sore... could it really be thrush?

The fact that the white spots are increasing in number, I would recommend consulting with her attending physician for a physical exam and performing a mouth discharge (throat swab) analysis for fungal infection.
