Hi..
Welcome to HEALTHCARE MAGIC..

I have gone through your query and can understand your concern..

As per your complain white patch in groin extending near the shaft and has red raised spot with whitish skin around that s painful seems to be jock itch or Tinea cruris..
It is a fungal infection that occurs commonly in groin area and is commonly due to overgrowth of fungus in that area due to accumulation of moisture which facilitates fungal growth..
I would suggest you to consult a Dermatologist and get evaluated and a thorough clinical evaluation can help in diagnosis and in case of fungal infection you will be advised to apply antifungal ointments like micconazole, terbinafine etc..
You can also apply a cotton cloth dipped in a solution of one part of vinegar and three parts of water..
Wear loose fitting clothes and also keep the area dry and clean..
Wear cotton undergarments..

Hope this information helps..

Thanks and regards.
