hello .i read through the history given regarding your friend and understand your concern.
yes,it can probably be associated with the uti, cause infectious spread around the genital area is common.
since she has no sexual history, many causes of such origin can be ruled out.

regarding the history given,is the lesion described on clitoris or on the vulval region in general,is it painful ,is it associated with fever, with itching, does she have a history of chickenpox/herpes?please do get these details too

with reference to the above mentioned history in your query,
it mostly point to a vulval dermatitis lesion which might be due to impaired hygiene in the area,and/or may be with relation wetness/incontinence,vigorous cleansing or contact dermatitis due to irritant fabric of the innerwear or perfume or any cosmetics applied near genital area.

so i would recommend her to maintain strict hygiene, drink plenty of water, have a multivitamin and if it associated with pain ,have a paracetamol 650mg twice daily and a levocetrizine once daily if its associated with discharge

i would also recommend to repeat the urine routine for bacteria and do a culture if bacteria is present.if uti is there, she will have to be started on norflox 400mg twice daily for 5 to 7 days, along with plenty of water intake.

if the lesion is getting bigger, advised to visit gynaecologist for inspection and examination as they will take a swab or biopsy if required for diagnosis and management.

Hope i have cleared your query and hope it helped.please followup if required.good daay
