What Causes Tingling Sensation In The Upper Left Arm?

Over the last month, or so, I frequently have tingling in my upper left arm and sometimes in the lower part. My left shoulder is tender and the shoulder/arm is weak. ie - I can t carry my purse on that arm. There is a little pain, but not much. I feel like it is probably a nerve issue. Should I consult a doctor?
