What Causes Tightening In Neck, Back Pain And Shortness Of Breath?

my husband was in the yard and stated when he looked at the neighbors white fence it became too bright and he had to look away, he felt a tightening in his neck and his back started hurting - he told the grandkids he couldnt get his breath - it happened several times and he came in to lay down - does this sound like a stroke or heart attack, cant get him to go to the hospital
