What Causes The Fusing Of Bones In The Left Foot Of A 32-year-old?

Daughter been to doctor and told after xray she has two bones fusing together of their own accord in her foot. She has also noticed a sensitive area on her shin that feels like sunburn and also back of upper thigh also tenderness, could these symptons be related to foot. Also why are these bones fusing together, she is 32 years old, average weight and exercises. Considerably fit, but does on occasion wear high heals.
