General & Family Physician 's  Response
Hi,

I think this may be a Sjogren's syndrome.
It causes dry eyes and mouth.
Your doctor can examine you for Sjogren's antibodies to verify it.
You can help yourself using artificial tears and moisturize the under eye skin with ointments or even petroleum jelly.

Hope I have answered your query.
Let me know if I can assist you further.
I find this answer helpful
