What Causes Sudden Swelling In Lips And Protruding Veins?

I met a man and his lip enlarged as I was interviewing him for a job and looked exactly like an erect penis. With protruding veins. The left side of his lip swelled two to three inches from his face.It stayed this way for a minute and he sucked it back in. This happened at least a dozen times during our interview.What is this condition called?

The symptoms seem to be related to an allergic reaction. The reaction usually happens when the patient is in contact with an allergen. It is treated with steroids. It can be a medical emergency in case of breathing difficulties.
