What Causes Small Red Dots On The Penis After Masturbation?

Hi, I have little red dots on head of my penis and it increases after I masturbate. I also had white deposit underneath the foreskin alongwith red dots on penis under foreskin. I had difficulty in retracting the foreskin for a few days then it became normal. During that time I was also taking antibiotics because of tooth surgery. During normal time after every few days, white raised spots appear on penis head and when washed after few days red spots return. Please help with an answer.

It requires an examination to confirm the diagnosis , I would suggest you either upload the pictures in our panel or get it examined by the local doctor for help.
It might be belenitis but requires examination to confirm.
Do not touch it, wear loose fitting clothing. Wash it with cool water and dermadew soap.
