What Causes Redness And Blisters Around The Eyes Despite Using Hydrocortisone?

I am experiencing a redness, almost blistering appearance surrounding both eyes. This receded previously by using prescription Hydrocortisone but has returned, guessing related to use of eye makeup remover pads. At times, itching occurs with slight burning sensation. Recently had an eye exam, eyes are fine.

Please stop for two weeks all the eye make up and make up removers to see if this kind of dermatitis or allergy is related to these ingredients. Also avoid hydrocortisone, and use a cream containing dexpanthenol sch as bepanthen twice a day, to normalize the condition. I hope this helps.
