What Causes Red Itchy Patches On My Eyelids?

I have dry eyes. This situation has been diagnosed by my eye doctor. I have been using Restasis for at least 2 years. I have had an issue with red itchy patches on my eyelids for a while primarily on upper eyelids and outside corner of eyes. For the past few weeks I have had a situation of a red patch in only my left eyelids. This red patch is in the outside corner and slightly under my left eye. This comes and goes. This time the irritation has lasted for several days. My eye during this last episode has watered a lot. The patch at times just looks red; however, at other times a little swollen. I have used Tobradex ointment on the area at times which seems to help. But I do not know if I have has a reaction which has caused this last time to worsen. This eye is also dry and I have been using more TheraTears which seems to help the dryness. I do have sensitive skin. Several months ago, I had a small bump to appear on the bottom eyelid of this eye. I was prescribed the Tobradex ointment. The medicine helped. Ever since this situation. I have noticed more slightly irritated patches to come and go on the top eyelids and in the corners. As far as makeup, I have used the same type for years. I practice good hygiene. The eye that I am having the trouble with is on the side a primarily sleep. When I lie down at night, my eyes do tear. My eyelid redness is not terribly bothersome but very noticeable. The worse part is my eye tends to be more dry. Do you have any suggestions?

Dermatologic conditions are hard to discuss without seeing them. AND scaly patches are often eczema and this is one of the more common areas for that to occur.
