What Causes Red Fingers And Discolored Nails On One Hand?

Last year and again this year as the weather in Maryland has gotten in the teens to 30 degrees, my husbands fingers, on one hand at present are red and discolored out close to the nail. It almost looks like a blister. Doctor treated it with Halobetasol .05% but it really does not help much. Does not sound like Raynauds, because it does not speak of a rash. Irratation is not really itchy. Looks more like poison Ivy or something along those lines. Any idea?? He takes Remicade for Sero Negative Rhuemetoid Arthritis.
