What Causes Red Dots Like Pimples On Back On Neck/index Finger/lower Back?

I ve been getting these red dots, they almost look like pimples, except I have one on the back of my neck, one on my index finger, another on my lower back, and who knows where else... Just wondering what these could possibly be and how to get rid of them?

Hi,

It seems to be acne form eruption or eczematous rash. I would recommend you to apply topical steroid like Cortisone cream on the affected area twice daily for 2 weeks.
