What Causes Recurring Forehead Rashes?

I Had a recurring rash on my forehead which presented itself exactly a month after initial rash. It is a circular shape, about the size of a quarter, red, very slightly raised, itchy and burning during first two days along with bad front headaches and achiness. No bumps, blisters or weeping. Skin is smooth & stays reddish for a few days then fades while having some dryness for about a week then vanishes. Dermatologist was stumped, only suspicion was HSV 1. Blood work was drawn for HSV 1 & 2 which came back negative.
