What Causes Pressure In The Head And Eye Fatigue?

I have had a constant vestibular feeling where my head feels heavy, or just full, and I am tired behind my eyes. I have had so many tests, ruling out anything neurological, cardiac, infectious, inner ears, etc. I’ve been told that I had a viral infection of unknown origin. This has been continuing since 4/2016. It affects my life, and ability to function. When I feel unsteady, I get afraid, and it leads to a panic attack. It’s as if the wooziness in my head triggers the fear that there’s more going on, and I start with heart palpitations and shakiness. What else could I look into to fix this? I’ve had continuous Vestibular PT,
