What Causes Pain In The Shoulder And Neck?

My mother (94 years old) has been having off and on shoulder & neck & now in both arms pain for the last 3 weeks. It comes and goes but has returned last night. I thought of a possible stroke except her speech is OK and she does not have any of the other usual stroke symptoms. Should I be concerned this is more serious other than arthritis or something else less serious than stroke symptoms? The pain is so bad when she moves at times I wonder I I should stop waiting and take her to the ER? She see her heart doctor next week but I am worried about all of her pain right now.

I have gone through your question and understand your concern.
As you said,possibility of stroke can be ruled out as there is absence of complaints peculiar of stroke.Also it does not indicate any heart related conditions so far symptoms like chest pain radiating to arm or jaw,breathlessness,sudden sweating or giddiness,swelling over feet etc,are absent.
It can be muscular or can be due to age related arthritis getting exaggerated due to unsupporting back and neck rests.
I would like to know if there are any other complaints besides pain so that I can confirm with my suspected cause of arthritis.
Also need to know if any other health disorders are present.
