What Causes Movable Lump Under The Skin Of Penis?

Hello, I have a small semi-hard circle under the skin, on the shaft of my penis. I just noticed it this week, and I am fairly alarmed about it. Nothing is coming through the skin, but when I touch it, I can feel a little discomfort, and that it is hard. What could it be?
