What causes low grade fever, cough and headache in an infant?

My 3 year old has had a low fever (101-102) since last Thursday. At times it seems as though it is not going to come back but eventually it does. She has also developed a bad cough. She has Reactive Airway Disease so this is not uncommon for her to develop even after being exposed to a virus. However, her inhaler does not seem to be helping and she is too little for over the counter cough syrup. Her appetite has started to decrease since yesterday and she also complains of a head pain on and off. Should I be concerned enough to take her to a 24 hour clinic?

Based on your query, my opinion is as follows:
1. If inhaler is not helping in reducing cough, better go to 24 hour clinic.
2. If will require nebulization with bronchodilator.
3. Fever, means persisting infection. Continue with paracetamol. Meet your doctor to rule out any infection.
