General & Family Physician 's  Response
Hello there,
Based on what you have described it seems likely you have dandruff related scalp itching.
The itchy spot that you described alongwith flaky skin that seems to come off when you touch it.
The treatment for this is eliminating the fungus that causes dandruff. you need to apply nizoral or ketoconazole shampoo on your head. This means the scalp and not just on the ends of hair.
Let it remain for 5 mins and wash it off.
Also change your pillowcases and blankets every week as they can also harbor the fungus and this prevents recurrence. This dandruff can also extend to your eyebrows and eyelashes and that is what you may have felt as eye is swollen.

Please feel free to address any further queries to me,
I find this answer helpful
