I suggest a possibility of either Tinea/
fungal infection Or Eczematous
dermatitis.
Both of these are itchy and scaly conditions.
History of similar lesions in winters and underlying dry skin does suggest a likely possibility of eczematous dermatitis.
Confirmation of diagnosis would require a clinical examination and may also require a lab test, if doubtful.
Fungal infections, however, can be fairly accurately diagnosed clinically by the typical morphology i.e peripheral expanding, raised, red and scaly rim and central clearing.
KOH wet preparation made by scraping a small amount of scale can be examined under the microscope to look for fungal elements.
Eczematous dermatitis on the other hand presents with wet/ oozing or dry scaly disc shaped patches on a background of xerosis/ dry skin.
Treatment would be guided by the diagnosis.
Fungal infection would require topical with or without Oral antifungals whereas eczematous dermatitis would respond to
topical steroid creams.
An OTC oral antihistamine e.g
cetrizine 10 mg once daily will provide symptomatic relief from itching.
I suggest that you visit a
dermatologist for a confirmatory diagnosis as well as for the needful.
