What Causes Itchy Moles On Scalp Where Precancerous Nevus Was Removed?

I had a precancerous sebaceous Nevus on my head as a baby so they removed it. I was told nothing should ever grow on my scar or around it. However, moles (white) seem to continue to grow on it. I have another at the top of my scalp that I cannot see but it is very sensitive to touch and itches. Thoughts? Could this be a sign of cancer again?

I really appreciate your concern, it is not the malignancy or it can not be that one unless being diagnosed, let me tell you something that skin lesion always demands the clinical examination or observation because without this diagnosis is not possible at all, so it is better to see the dermatologist, to confirm or diagnose the cancer it requires several tests, clinical studies, clinical examination then and then it is being diagnosed whether it is cancer or not, it can never be said anything with such little incomplete history given here without information of age and gender hope this information helps.
