What Causes Heavy Feeling In Legs Every Morning And Rashes On Arms?

I have heavy feeling in my legs and ankles in the morning which goes away after I am awake for a bit. The back of my arms has a blotchy red circular type rash that hasn t went away in a few months. It s not itchy or doesn t feel like anything. I ve been getting what I thought was acne on my face and neck but they are almost like blisters when I pop them. Is this a sign of any disease?
