Hello,
Welcome to HCM,

The history and symptoms suggests me that you are having some infection related to skin it may be of fungal origin or allergic origin.

You requires physical examination to make proper diagnosis and treatment. With the history it looks like it is an allergic reaction which comes on face and the neck with the feeling of the hotness.

I would suggest you to consult your dermatologist for physical examination and to make a proper diagnosis to get adequate treatment. For your symptoms i may advise to take antihistamines and to apply dermadew ointment over the lesions.
Thank you.
