What Causes Drowsiness And Headaches While Suffering From A UTI?

I have a relative who is 74 years old. We have noticed in the last few years that everytime she gets sick with a cold, upper respiratory infection or UTI that she becomes different. She has a hard time communicating, her actions make her appear to be drunk. Is this common? We also notice that she complains of headaches and is constantly scratching her face. She also nods off very easily. Could this be caused from the infection, medications or dehydration? We ask her how she feels and she says that she feels normal; however, everyone that knows her sees a marked change in personality and communication. Where do we go for help if she thinks she is ok?
