Hello It seems from the history that you your mother is having dilated pupil with double vision. This usually occurs because of paralysis of nerve supplying the extra ocular muscles of eye and muscles of pupil. This is because of third nerve paralysis. The treatment depends on the cause and in cases because of diabetes it will recover by 3-4 months. Hence I advice you to consult your doctor for examination and treatment accordingly.
Thank you
