What Causes Black Heads All Over Breast Area?

Hi, i have what looks like blackheads all over my breast and under them. They are in the hair follicles and if i pull out a hair the blackhead comes out. I was once told it was due to probing oil glands. What can i do to stop it as pulling out the hairs don t work?
