What Causes Black Discoloration On The Toe?

My husband,who is not diabetic,had his right forth and fifth toes amputated 5 months ago. Since then the lateral part of his foot developed a small black circle that has grown to be about 2 long. It has been debreeded a few times but keeps turning black. The original amputation site is healing nicely but this secondary would is holding up the healing process. What is happening?

Likely the blood supply to that area is is less than what is needed which explains why it is not healing.
