What Causes Black Discoloration Of Feet Along With Swollen Legs?

My mom feet are turning purple / black . And yellow lines goes threw them off and on. Her legs are so swelled she can t bend them. We have to lift her legs up for her. Got any ideal what wrong . I took her to three doctor they just say stay off her feet.
