Hello,

You may be having skin rashes or allergy or eczema etc. Until examination is done it is difficult to say what it is.

Apply moisturizer cream or lotion. Also the possibility of compressive neuropathy or radiculopathy.

Get it done an x-ray of the cervical spine and consult your doctor he will examine and treat you accordingly.

Hope I have answered your query. Let me know if I can assist you further.

Take care
