What Causes A Skin Rash?

Hello Dr. Grief. I have had very dry skin on my left cheek bone for a while as it has always been very flakey in the past but in the last few days I noticed it has gotten red and looks like a rash now. It has gotten more drier and the red has spread to my nose right cheekbone. Why do you think this is?
