Hello and Welcome to ‘Ask A Doctor’ service. I have reviewed your query and here is my advice.
He seems to have a chronic hand eczema. It usually presents as dry, scaly, itchy patches. There might be painful fissuring of the patches due to thick scaling. I suggest him to use an intensive moisturizer(urea or ammonium lactate based). Use twice daily and every time after he washes his hands with a soap. In addition I suggest him to use a potent topical steroid with otmr without salicylic acid, twice daily, after applying the moisturizer. Continue with the moisturizer after the patches resolve.Topical steroid are prescription drugs.
Hope I have answered your query. Let me know if I can assist you further.
