What Causes A Painful Lump On The Back Of The Neck?

I am having pain in the back of my neck right under the bottom of my skull. There is a small lump not a knot more like a lump where the pain is. Sometimes it s so bad I have a bad headache with it. It is on the rights side. I can turn my head to the right pretty good but not to good to the left. The pain sometimes shoots down into shoulder.any ideas on what this might be?
