What Causes A Cluster Of Tiny Red Dots On The Arm?

My sister has tiny red dots in a group on her right arm. They are small and not raised, she says they don t hurt or itch. The skin around it is normal and it doesn t seem to be spreading, they are in a small group they are also just a few inches under her where her elbow bends.

Dermatologic conditions are hard to discuss without seeing them. Let's assume that syphillis and smallpox are impossible. You normally get a clue about the type of condition: inflammatory/allergy, bugs, infection, other but this one could be in any category from small spider bites to the start of boils or shingles to a very mild reaction to something that touched the area.
