What Causes A Child Unable To Feel When He Urinates?

I am Zach and im 18, im actually here to see if you can answer a question about my family s 3 year old foster child. We have a 3 year old foster child who is currently being potty trained and everything seemed to be going fine until my mother brought to my attention that he is having some problems with his penis. It seems like when he urinates he cannot feel it. We of course put underwear on him and when he wet himself he did not realize it until he felt it running down his leg and when he actually goes in the potty chair he doesn t realize it. Its almost as if he has no sensation.
