I often find that while having sex,my scrotum rises up causing me to climax rather fast. Could this be a health issue?

This is not the case you think.
While sexual act due to contraction of scrotal muscles your testes may go up in the sac.this is normal phenomenon.nothing to worry.
it has no relation with climax.
