There is a possibility that multiple lacunar infarcts can lead to these symptoms and especially the fact that your mother has had a stroke in the past puts her at a higher risk. The other possibility is that these infarcts might have led to cognitive impairment and dementia which can also present with similar features. If it is dementia then there has to be significant impairment in the memory. You need to take your mother to a psychiatrist or a neurologist who can order and MRI and also assess the cognitive functions using MMSE. That will give a better idea.
