What Are The Symptoms Of Having A Stroke?

A person I know is having slurred speech, strange speeach, trouble understanding speech, confusion, and we are not sure but we think some numbness in the arm, we are not sure what to do becuase with think they might be having a stroke but they have not drank anything and have ate almost nothing, they are also refusing to take their diabetic medication and other medications. They have had a stroke in the past so we are not sure if they might be having one again. If we try to get them to the hospital they refuse. What should we do?
