Hello and welcome to HCM,
Pain in inner thigh and pelvis is not due to diverticulitis.
Diverticulitis is associated with abdominal discomfort, loose motions, blood in stools etc.
Diverticulitis will probably not cause pain in thigh and pelvis.
Diabetes mellitus causes neuropathy but diabetic neuropathy is peripheral one affecting the small nerves of periphery.
The symptoms of pain in pelvis and thigh, inability to walk, feeling hot on shin are probably associated with some neuromuscular disorder unrelated to diabetes most probably.
I suggest you to consult a physician for clinical assessment and relevant investigations.
Management will depend on the clinical assessment and relevant investigations.

Thanks and take care
