What Are The Symptoms Of A Vestibular Disorder?

My son Jeff is 26 and has been struggling for about 6 years with some symptoms that are mostly visual, such as problems with flourescent lights, flashing lights, also being able to focus on an object. It and also affects his ability to create sentences, track conversations. There are also times when his balance is a problem . He has had an MRI and visual acuity tests. All come back great. He has had a broad spectrum of blood tests. Seems to be a picture of health. Could this be a vestibular disorder?
