What Are Symptoms For , And, Difference Between German Measles And Measles?

I have 5 yo twins. One started on Sunday with blotchy, what I thought might be hives on Sunday on her face. It spread to her neck and tummy. By Monday it was more on her trunk than her face. Today is less, although the redness in her face comes back here and there, but not spotted. She's had no cold symptoms and no fever. The other twin started a runny/stuffy nose yesterday and a very mild fever. She has a cough and is now starting the blotchiness on her face. How would I know the difference between German measles and measles and is it possible this is what they have? We do not vaccinate. Is it just some other viral rash? It is not spotted. It is an all over redness in specific areas, with little raised same color patches as if you touched something you were allergic to.
